On 14 May 2023 the PABSEC delegation composed of Mr. Musa Guliyev, Chairman of the PABSEC Cultural, Educational and Social Affairs Committee, member of the PABSEC Azerbaijani delegation, Mr. Ramaz Nikolaishvili, Vice-Chair of the PABSEC Technological and Environmental Affairs Committee, member of the PABSEC Georgian delegation and Mr. Asaf Hajiyev, PABSEC Secretary General, took part in the observation mission to the parliamentary and presidential elections in the Republic of Turkiye in the city of Konya.

The 61st Plenary Session of the PABSEC General Assembly was held in Ankara, on 4-5 May 2023, upon the invitation of the Grand National Assembly of Türkiye.
On 4 May 2023, in Ankara, was held the Summit of Speakers of the Parliaments of the BSEC Member States, dedicated to the 30th Anniversary of the Parliamentary Assembly of the Black Sea Economic Cooperation (PABSEC), upon the invitation of H.E. Prof. Dr. Mustafa Sentop, Speaker of the Grand National Assembly of Türkiye. The Summit was attended by Speakers from Armenia, North Macedonia, Serbia, by the First Deputy Chairman of the Milli Majlis of the Republic of Azerbaijan, and by heads of the PABSEC national delegations from Armenia, Azerbaijan, Georgia, the Republic of Moldova, North Macedonia, Russia, Serbia, Türkiye and Ukraine.
The meetings of the Bureau of the Assembly and the Standing Committee were held on 4 May 2023, in Ankara and were chaired by H.E. Prof. Dr. Mustafa Sentop, PABSEC President, Speaker of the Grand National Assembly of Türkiye.
On 29 April 2023, Mr. Asaf Hajiyev, PABSEC Secretary General, met Mr. Mustafa Sentop, Speaker of the Grand National Assembly of Türkiye (GNAT), in Istanbul.
Mr. Cemal Ozturk, PABSEC Vice-President, Head of the PABSEC Turkish Delegation, and Mr. Asaf Hajiyev, PABSEC Secretary General, attended the 12th Plenary Session of the Parliamentary Assembly of Turkic States (TURKPA), which was organized in Ankara, on 28 April 2023 upon the invitation of the Grand National Assembly of Türkiye.
The second meeting of the 2023 Working Group on the PABSEC Rules of Procedure was held online on 11 April 2023 with the technical support of the PABSEC International Secretariat. The Meeting was attended by the national delegations of Armenia, Azerbaijan, the Republic of Moldova, North Macedonia, Romania, Russia, Serbia, Turkey and Ukraine.
The 2nd Meeting of the PABSEC Technological and Environmental Affairs Committee was held online on 11 April 2023 with the technical support of the Milli Majlis of the Republic of Azerbaijan. The Meeting was attended by the national delegations of Azerbaijan, Georgia, Greece, the Republic of Moldova, Russia, Serbia and Turkey
