The PABSEC Participation in the 50th Plenary Session of the Inter-parliamentary Assembly of the CIS, St. Petersburg, 22 November 2019
The 50th Plenary Session of the Interparliamentary Assembly of the CIS was held in St. Petersburg on 22 November 2019, at the headquarters of the Inter-parliamentary Assembly of Member Nations of the Commonwealth of Independent States - the Tavricheskiy Palace. Mr. Asaf Hajiyev, the PABSEC Secretary General represented the PABSEC in this Meeting.
The gathering was attended by the heads of the IPA CIS parliamentary delegations, parliamentarians of the CIS countries, representatives of the CIS Executive Committee, partner international organizations, diplomatic corps, heads of executive and legislative authorities of St. Petersburg and the Leningrad Region and other honourable guests.
The meeting began with a video demonstration dedicated to the 50th Plenary Session of the Interparliamentary Assembly of the CIS, representing a brief history of the Assembly and its main achievements during this period.
Ms. Valentina Matvienko, Chairperson of the IPA CIS Council, Chairperson of the Council of the Federation of the Federal Assembly of the Russian Federation, officially opened the Plenary Session of the IPA CIS. The Action Plan of the Interparliamentary Assembly of CIS Member States dedicated to the 75th anniversary of the Victory in the World War II (1941-1945) was presented.
The anniversary topic was present in the speeches of the heads of parliamentary delegations and guests, each of whom noted the contribution of the Interparliamentary Assembly of the CIS to the development of international parliamentary cooperation.
In the second part of the Session, 11 model legislative laws were adopted, prepared by the IPA CIS Permanent Commissions: on Legal Issues (model laws “On Asset Management and Trust”, “On Law of Obligations”, “On Regulatory Legal Acts” and “On Advertisement”); on Agrarian Policy, Natural Resources and Ecology (model laws “On Assessment of Environmental Damage” and “On Ecotourism”, Recommendations on the Organization of National Centers of Environmental Safety); on Practices of State-Building and Local Government (Recommendations on the Improvement of the Legislation on the Status of CIS Members of Parliament and the model law "Common Principles of Dividing Property of the State, its Subjects and Municipal Districts"); on Culture, Information, Tourism and Sports (model laws “On social tourism” and “Digital Notarial Procedures in the Course of Cross-Border Information Exchange”).
The 50th Plenary Session of the IPA CIS ended with an award ceremony, during which the IPA CIS prizes, awards and honorary diplomas were presented to the members of the Assembly and the members of the Secretariat of the IPA CIS Council.
On the sidelines of the meeting, the PABSEC Secretary General met with Mr. Altynbek Mamayusupov, Secretary General of the Parliamentary Assembly of the Turkic Speaking Countries (TurkPA). The discussion was dedicated to the activities of the two assemblies and the participation of the PABSEC in the upcoming TurkPA General Assembly, which will be held in Baku in December 2019.
