The PABSEC participation in the 31st Annual Session of the OSCE Parliamentary Assembly, Bucharest, 29 June - 3 July 2024

Mr. Asaf Hajiyev, PABSEC Secretary General, and Mr. Daniel Dulca, PABSEC Deputy Secretary General in charge of interparliamentary relations and protocol, took part in the 31st Annual Session of the OSCE Parliamentary Assembly, which took place at the Palace of Parliament in Bucharest (Romania) on 29 June - 3 July 2024. The event was attended by 250 parliamentarians from North America, Europe, and Central Asia, as well as representatives of international parliamentary assemblies.

At the opening of the session, the Session was addressed by Ms. Pia Kauma, OSCE PA President (Finland), Mr. Nicolae-Ionel Ciucă, President of the Senate of Romania, and Mr. Dan Barna, Head of the Romanian Delegation to the OSCE PA, who underlined the key of the OSCE in strengthening security in the region and in the world

The Annual Session of the OSCE PA was dedicated to the topic “The Role of the OSCE in the Current Security Architecture: A Parliamentary Perspective.” The plenary sittings the members of the OSCE parliamentarians discussed the new security challenges of artificial intelligence, disinformation and propaganda, climate change and water scarcity, countering the proliferation of fentanyl and other synthetic opioids, antisemitism in the OSCE region, corruption and foreign policy, migration, human trafficking, civil society, and environmental protection in armed conflicts. At the end of the Session, the Bucharest Declaration was adopted. 

The Standing Committee re-elected Secretary General Mr. Roberto Montella for the third five-year term, which will begin on 1 January 2026. 

On 1 July, Mr. Asaf Hajiyev, PABSEC Secretary General, participated in the meeting of the OSCE PA Silk Road Group on “Why the Silk Road Group Matters: accelerating the sustainable connectivity and green energy transition”, which was organised in the framework of the OSCE PA. In his speech, the PABSEC Secretary General noted the importance of the green economy and green energy, as well as the development of high technologies, without which it is impossible to achieve the goal of green economy. He noted the importance of developing green energy for the countries of the Wider Black Sea Region and called on to cooperate and take joint action to ensure a better future for coming generations.

On the sidelines of the session, Mr. Asaf Hajiyev, PABSEC Secretary General, met with Mr. Sorin Compeanu, Vice-President of the Senate of Romania, Mr. Reinhold Lopatka, OSCE PA Vice-President (Austria), Mr. Giorgi Tsereteli, former OSCE PA President (Georgia), and other representatives of the OSCE PA and discussed prospects for further cooperation.

Mr. Asaf Hajiyev, PABSEC Secretary General, met with Mr. David Alamos, Chief of the Office on Parliamentary Engagement UN Office on Counter Terrorism and discussed the status of the signing of the MoU between the UNOCT and the PABSEC. The key role of parliaments and parliamentarians in promoting measures to combat terrorism and extremism was stressed.

Within the framework of the OSCE PA Session, Mr. Asaf Hajiyev met with Mr. Daniel Constantin, PABSEC Vice-President, Head of the PABSEC Romanian delegation, and Ms. Roberta Alme Anastase, Member of the PABSEC Romanian Delegation, Chairperson of the PABSEC Committee for Legal Affairs and International Cooperation. The upcoming meetings of the PABSEC committees and the General Assembly were discussed.
