Participation of the PABSEC Delegation in the monitoring of the Parliamentary Elections in the Republic of Moldova, Chisinau, 23-26 February 2019

On 23-26 February 2019, the PABSEC Delegation composed of Mr. Petar Kanev, PABSEC Vice-President and Head of the Bulgarian PABSEC Delegation, Mr. Otar Danelia, PABSEC Vice-President and Head of the Georgian PABSEC Delegation, Mr. Ramaz Nikolashvili, Vice-Chairman of the PABSEC Legal and Political Affairs Committee and member of the Georgian PABSEC Delegation, and Mr. Asaf Hajiyev, PABSEC Secretary General, participated in the monitoring of the parliamentary elections in the Republic of Moldova.

On the Election Day, 24 February 2019, the PABSEC Delegation visited several polling stations in the city of Chisinau and noted that the elections were held in full compliance with the standards of democratic elections and the national legislation.

The PABSEC Delegation took part in the press conference on Monday, 25 February 2019. The PABSEC Delegation is of the opinion that minor violations during the election process did not affect the outcome, which brings to the conclusion that the elections were truly democratic. For the first time, Moldovan citizens elected the members of the parliament through a newly introduced mixed electoral system with 50 MPs elected through party lists and 51 MPs elected in single-member constituencies. According to preliminary evaluations, 49.22% of voters cast their ballots. There was no threshold for the participation of voters. The electoral threshold for the parties was 6% and for the electoral blocs - 8%.

As a result of the elections, the seats in the Parliament are as follows: the Socialist Party - 34 seats, the Democratic Party - 30 seats, the bloc ACUM - 27 seats, the Shor Party - 7 seats and 3 independent candidates also became MPs.
