Participation of the PABSEC International Secretariat in the High-Level Side Event “Mainstreaming Counter-Terrorism Responses across Parliamentary Functions”, 30 June 2021

Mr. Daniel Dulca, PABSEC Deputy Secretary General, attended the High-Level Side Event “Mainstreaming Counter-Terrorism Responses across Parliamentary Functions, being organized by the United Nations Office of Counter-Terrorism and the Shura Council of the State of Qatar, on 30 June 2021.

The event took place in an online format, with the participation of Member States, and heads of their counter-terrorism agencies and focal points, parliamentarians, parliamentary assemblies, United Nations entities, other international and regional organizations and civil society organizations.

This event coincided with the International Day of Parliamentarism established in 2018 through a United Nations General Assembly resolution.

The ceremony was opened by the Speaker of the Shura Council of the State of Qatar, H.E. Mr. Ahmad bin Abdulla bin Zaid Al Mahmoud and by the United Nations Under-Secretary-General of the United Nations Office of Counter - Terrorism, Mr. Vladimir Voronkov.

The event included remarks from H.E. Mr. Duarte Pacheco, President of the Inter-Parliamentary Union; H.E. Wolfgang Sobotka, President of the National Council of the Republic of Austria, H. E. Mr. Mohamed Ali Houmed, President of the National Assembly of the Republic of Djibouti, Senator Alia Bouran, President Emeritus and President of the First Standing Committee on Political and Security-related Cooperation of the Parliamentary Assembly of the Mediterranean (PAM) and Mr. Jean-Paul Laborde, UNOCT Senior Consultant and Ambassador of the PAM.

The discussions provided an opportunity to raise awareness about the United Nations Global Counter-Terrorism Strategy among parliamentarians, highlighted the critical role of Parliaments in the Strategy’s implementation and presented the “Parliamentary Guide to Facilitate the implementation of the United Nations Global Counter-Terrorism Strategy”. This new tool will build upon parliamentary functions in support of governments and provide practical guidance to parliamentarians on how they can contribute to the strategy’s implementation at national, regional and global levels.
