56th Plenary Session of the PABSEC General Assembly, 24 November 2020

The 56th Plenary Session of the PABSEC General Assembly was held online on 24 November 2020. The national delegations of Albania, Armenia, Azerbaijan, Bulgaria, Georgia, Greece, the Republic of Moldova, Romania, Russia, Serbia, Turkey and Ukraine took part in it. The Representatives of the Romanian BSEC Chairmanship-in-Office and the BSEC Permanent International Secretariat also attended the Session.

Mr. Simeon Kedikoglu, PABSEC Vice-President and Head of the PABSEC Hellenic Delegation, Mr. Alexandru Ene, representative of the Romanian BSEC Chairmanship-in-Office and Mr. Asaf Hajiyev, PABSEC Secretary General addressed the participants at the opening.

The Assembly approved the Progress Report of the Parliamentary Assembly and the Minutes of the Fifty-Fifth Plenary Session, ratified the new credentials of members of the Assembly from Romania and Turkey.

The Assembly took note of the information on the activities of the BSEC Organization, presented by Ambassador Ebru Barucu-Gökdenizler, First Deputy Secretary General of the BSEC Permanent International Secretariat (BSEC PERMIS).

The members of the Assembly elected Mr. Alexey Kondratenko (Russia) as the PABSEC Vice-President.

The Assembly also elected Mr. Miltiadis Makriyannis (Greece) as Deputy Secretary General in charge of Organizational Matters and Mr. Daniel Dulca (Romania) as Deputy Secretary General in charge of Interparliamentary Relations and Protocol.

Within the framework of Economic, Commercial, Technological and Environmental Affairs Committee, the Assembly adopted the Report and the Recommendation 176/2020 “The Role of Parliaments in Combating Pandemic - Economic Aspects”, within the framework of the Legal and Political Affairs Committee – the Report and the Recommendation 177/2020 “The Role of Parliaments in Combating Pandemic - Legal and Political Aspects” and within the framework of the Cultural, Educational and Social Affairs Committee – the Report and the Recommendation 178/2020 “The Role of Parliaments in Combating Pandemic - Social Aspects”.

The Assembly also confirmed the decision of the Standing Committee to hold the 57th Plenary Session of the PABSEC General Assembly in the Republic of Moldova in June 2021. The following subjects were decided to be considered within the framework of the spring committee meetings:

PABSEC Economic, Commercial, Technological and Environmental Affairs Committee: “The Role of Parliaments in Preventing Human Trafficking - Economic Aspects”.

PABSEC Legal and Political Affairs Committee: "The Role of Parliaments in Preventing Human Trafficking - Legal and Political Aspects".

PABSEC Cultural, Educational and Social Affairs Committee: " The Role of Parliaments in Preventing Human Trafficking - Social Aspects"

The General Assembly adopted the PABSEC Budget for the 2021 financial year and approved the composition of the Draft Budget and Auditing Commission (Ukraine, Albania, Armenia), which will prepare the draft budget for the 2022 financial year and the Auditing Report for the 2020 financial year.

At the end of the Plenary Session, the PABSEC Presidency moved to the Parliament of the Republic of Moldova.
