Message of H.E. Mr. Gramoz RUÇI, PABSEC President and Speaker of the Parliament of the Republic of Albania, on the occasion of the 25th Anniversary of the Assembly
Established in 1993, in Istanbul, the PABSEC brings together 12 Member States and its main goal is to achieve a high degree of regional economic cooperation and to transform the Black Sea Region into a zone of peace, stability and prosperity.
This requires a close cooperation among national parliaments and also international support that will allow efficient use of the full potential of the Black Sea Economic Cooperation.
In the world politics, the Black Sea Region plays an important role, as a bridge between Asia and Europe, being situated at the crossroads of major transportation routes from the East to the West (Silk Road) and from the North to the South (Viking Road). At the same time, this region is rich in energy resources and in important energy routes from Central Asia and the Caspian Region, representing an outstanding source of oil and gas for the world markets.
But the main wealth of the Black Sea Region is its people having different cultures, traditions and religions, which must be developed and protected in a safe and secure environment.
The PABSEC objective is to become one of the most important regional international organizations, with a major role on the international arena.
Therefore, for reaching its objectives, a particular attention is concentrated on the enhancement of the Assembly’s status and its transformation into a full-fledged international parliamentary structure.
The successful implementation of global and regional goals requires strengthening the partnership relations. We should underline that the achievement of the common goals is possible only with the active participation of governments, parliaments, workers, civil society, private sector and other stakeholders involved in the transformation process.
Strengthening the cooperation and the good-neighborly relations is a condition for ensuring peace and stability, not only in our Region and in Europe, but worldwide.
The Assembly has intensified the contacts with regional and international organizations and extended the cooperation also with the Asian countries. Several international organizations obtained the observer status to the PABSEC and at the same time, our Assembly has been awarded with the same status within different international organizations, thus contributing to finding the best solutions of the issues which we are facing nowadays. Recently, the PABSEC has been awarded with the Associate Member Status to the IPU.
There are quite a number of conflicts in the area that adversely affect the regional economic development. These conflicts have to be solved in the near future since they entail sufferings of innocent people.
History shows that confrontation brings nothing good. That is why strengthening the cooperation and the good neighborly relations is important for ensuring peace and stability in our region, which is very important in terms of world politics.
We are all one family and we have to bring our own contribution to build a common future where there is no place for hostilities and, in this respect, the Black Sea should not divide but unite us all.
Now, when we celebrate the 25th Anniversary of the PABSEC, I wish peace and prosperity to all the peoples living in Black Sea Region.
