Mrs. Lyudmila Denisova, PABSEC Vice-President and Head of the PABSEC Ukrainian Delegation and Mr. Asaf Hajiyev, PABSEC Secretary General, participated in Kyiv, on 15 December 2017, in the 37thMeeting of the Council of Ministers of Foreign Affairs of the Organization of the Black Sea Economic Cooperation.
Mr. Vasil Bodnar, Deputy Minister of Foreign Affairs of Ukraine, on behalf of Mr. Pavlo Klimkin, Chairman-in-Office of the BSEC, addressed the gathering at the Opening Ceremony. Ambassador Michael Christides, Secretary General of the BSEC PERMIS, also delivered a statement, at the Opening Ceremony.
The PABSEC Secretary General, addressing the participants at the Working Session, expressed his deep gratitude to Mr.Andriy Parubiy, Chairman of the Verkhovna Rada, for his contribution and activity, during the PABSEC Ukrainian Presidency. He informed about the successful completion of the Fiftieth PABSEC General Assembly held in Kyiv, during 28-29 November 2017, where have been discussed important issues regarding the Development of Economic Cooperation in the Context of Security Crisis in the Black Sea Region.Mr. Hajiyev also informed the participants in the meeting about ongoing activities with other international organizations during this period: the recently signed Memorandum of Understanding between the Parliamentary Assembly of the Black Sea Economic Cooperation and the Baltic Sea Parliamentary Conference and about granting the PABSEC, the Status of Associate Member to the Inter-Parliamentary Union (PABSEC is the third Parliamentary Assembly in Europe and the fifth in the world granted with this status).
The PABSEC Secretary General informed the gathering about the important documents adopted in the Kyiv Session: Declaration of the Assembly on the Twenty Fifth Anniversary of the Establishment of the Parliamentary Assembly of the Black Sea Economic Cooperation and the Decision of the Parliamentary Assembly of the Black Sea Economic Cooperation, in which the Assembly supports the initiative of thirteen Speakers from eleven BSEC Member States who signed the Declaration on Strengthening of the PABSEC Status, addressed to the President of the National Assembly of the Republic of Armenia to consider the issue of joining the Declaration. Mr. Hajiyev noted that the members of the Assembly adopted the Reports and Recommendations drafted by the PABSEC Committees during their autumn meetings: “Development of the National Innovation System in the BSEC Member States”, “The 25 Years of the PABSEC: Enhancement of the Interparliamentary Cooperation in the Region” and “Social Protection and Benefits for the Young Families in the BSEC Member States”, that were submitted to the parliaments and governments of the BSEC Member States and to the Organization of the Black Sea Economic Cooperation. Mr. Hajiyev also informed the participants that the Parliament of the Republic of Albania took over the PABSEC Presidency, for the next six months and the next General Assembly will be held in Tirana, during 19 -21 June 2018.
Ambassador Michael Christides was re-elected as Secretary General of the Permanent Interantional Secretariat of the Organization of the Black Sea Economic Cooperation for a three-yerm term, starting with 1 July 2018.
During the meeting, the participants exchanged views on different aspects concerning the Organization and the cooperation in the region and adopted the respective Resolutions, Decisions and Reccomendations. At the conclusion of the meeting, a ceremony took place, whereby Ukraine handed over the Chairmanship-in-Office of the BSEC, to the Republic of Armenia (1.1.2018 – 30.6.2018).
