The Fiftieth Plenary Session of the PABSEC General Assembly, Kyiv, 29 November 2017
The Fiftieth Plenary Session of the PABSEC General Assembly is being held in Kyiv, on 29-30 November 2017, upon the invitation of the Verkhovna Rada of Ukraine.
The Kyiv Session is being attended by the parliamentary delegations of Albania, Armenia, Azerbaijan, Georgia, Greece, Moldova, Romania, Serbia, Turkey and Ukraine.
H.E. Mr. Andriy PARUBIY, PABSEC President and Chairman of the Verkhovna Rada of Ukraine addressed the gathering at the Opening Ceremony.
The Deputy Secretary General of the Permanent International Secretariat of the Organisation of the Black Sea Economic Cooperation (BSEC PERMIS), the President and the Secretary General of the Black Sea Trade and Development Bank (BSTDB), the President of the BSEC Business Council (BSEC BC), the Honorary President of the Union of Road Transport Associations in the BSEC Region (BSEC-URTA) and the Secretary General of the Black Sea University Network (BSUN), participated in the work of the Plenary Session.
The Secretary General of the Baltic Sea Parliamentary Conference (BSPC), the Secretary General of the Parliamentary Union of the OIC Member States (PUIC), the representatives of the Parliament of the French Republic, the National Council of the Slovak Republic, the National Assembly of the Republic of Belarus – House of Representatives, and the Parliamentary Assembly of the South-East European Cooperation Process (SEECP PA) took part in the General Assembly, as observers.
The PABSEC Special Representative to the European Parliament and European Institutions and the PABSEC Special Representative to the Global Organization of Parliamentarians Against Corruption (GOPAC) also attended the meeting.
The President of the Baltic Assembly (BA) and the representative of the Cooperation Council of Turkic Speaking States (the Turkic Council) participated as guests.
The Assembly ratified the Credentials of the new members of the Assembly from Albania, Romania, Turkey and Ukraine. The Assembly approved its Progress Report and adopted the Decision on Strengthening of the Status of the Parliamentary Assembly of the Black Sea Economic Cooperation.
The members of the Assembly adopted the Declaration of the Assembly on the Twenty Fifth Anniversary of the Establishment of the Parliamentary Assembly of the Black Sea Economic Cooperation.
The Assembly elected Mr. Otar DANELIA, Head of the PABSEC Georgian Delegation, for the position of PABSEC Vice-President, for a two-year term and Mr. Andrea MARTO, Head of the PABSEC Albanian Delegation to complete the term of office of Mr. Namik DOKLE, former PABSEC Vice-President, until July 2019.
The Plenary Session discussed the “Development of Economic Cooperation in the Context of Security Crisis in the Black Sea Region”, as the main topic of the General Debate. The members of the Assembly debated and adopted the Reports and Recommendations drafted by the PABSEC Committees during their autumn meetings: “Development of the National Innovation System in the BSEC Member States” and “The 25 Years of the PABSEC: Enhancement of the Interparliamentary Cooperation in the Region”. The members of the Assembly also approved the Minutes of the Forty-Ninth Plenary Session of the General Assembly and took note of the activities of the Organization of the Black Sea Economic Cooperation (BSEC), the Black Sea Trade and Development Bank (BSTDB), the Business Council (BSEC BC), the Union of Road Transport Associations in the BSEC Region (BSEC-URTA) and the Black Sea Universities Network (BSUN).
