Participation of Mrs. Lyudmila Denisova, PABSEC Vice-President and Head of the PABSEC Ukrainian Delegation in the Meeting of the Ministers of Transport of the BSEC Member States, Kyiv, 17 November 2017
Mrs. Lyudmila Denisova, PABSEC Vice-President and Head of the PABSEC Ukrainian Delegation participated in the Meeting of the Ministers of Transport of the BSEC Member States, in Kyiv, on 17 November 2017. It was preceded, on 16 November 2017, by the Meeting of the BSEC Working Group on Transport, at the level of Senior Officials.
Mr.Volodymyr Omelyan, Minister of Infrastructure of Ukraine and Mr. Michael Christides, Secretary General of the BSEC PERMIS, addressed the gathering at the Opening Ceremony. The participants in the meeting delivered their statements and discussed the agenda items. The debate was focused on the current situation and prospects of the transport cooperation in the BSEC Region, and on the development of the infrastructure and the effective achievement of joint projects.
In her speech, Mrs. Denisova informed that the Fiftieth PABSEC General Assembly will be held in Kyiv, on 29-30 November 2017, and the PABSEC will celebrate its 25th anniversary in February 2018. Mrs. Denisova stated that the PABSEC promotes the legal support to the BSEC initiatives in the field of the development of transport infrastructure in the BSEC Region as a necessary condition for the overall economic growth. In this regard, she underlined that the PABSEC attaches particular importance to the establishment of a transport large-scale infrastructure, as well as to the development of the appropriate links with the trans-European and pan-European networks and the Central Asian countries. Mrs. Denisova also informed the participants that the PABSEC adopted eight Reports and Recommendations in the field of transport.
The PABSEC Vice-President stated that unresolved conflicts among the PABSEC Member States and their negative consequences, undermine the stability and the constructive cooperation among the BSEC countries. Mrs. Denisova drew attention to the fact that the absence of peace and stability, as well as violation of internationally recognized borders, threaten the effective cooperation in the Black Sea Region. Mrs. Denisova pointed out that the implementation of the plans concerning the development of infrastructure in the BSEC Region is possible only if all the BSEC Member States comply with the principle of territorial integrity of the countries and the inviolability of borders, as it is underlined in the Declaration of the Assembly, on the occasion of the 25th Anniversary of the BSEC. In this respect, she underlined that one of the goals of the PABSEC Ukrainian Presidency and of the PABSEC is to reach a modern level of efficient transport services and transport infrastructure, in order to improve the quality of life for all the citizens of the BSEC Region.
At the end, the participants adopted the Declaration on Development of Infrastructure in the BSEC Region and Effective Realization of Joint Projects.
