Participation of Mr. Ramazan CAN, PABSEC Vice-President, Head of the PABSEC Turkish Delegation and of Mr. Asaf HAJIYEV, PABSEC Secretary General, in the 137th Assembly of the Inter-Parliamentary Union (IPU) St. Petersburg, 14-18 October 2017
Upon the invitation of the Inter-Parliamentary Union (IPU), the PABSEC Delegation, composed of Mr. Ramazan CAN, PABSEC Vice-President and Head of the PABSEC Turkish Delegation, Mr. Asaf HAJIYEV, PABSEC Secretary General and Mr. Ali Gürkan Üstündağ, PABSEC Administrator, participated in the 137th Assembly of the IPU, which takes place between 14-18 October 2017, in St. Petersburg, the Russian Federation.
The Inaugural Ceremony of the 137th IPU Assembly, took place on 14 October 2017, with the participation of more than 2,000 delegates, including 86 Speakers of Parliament, 800 MPs and representatives of various inter-parliamentary organizations and international institutions. H.E. Mr. Vladimir PUTIN, the President of the Russian Federation, H.E. Mrs. Valentina MATVIENKO, the Chairperson of the Council of the Federation of the Federal Assembly of the Russian Federation and H.E. Mr. Vyacheslav VOLODIN, the Chairman of the State Duma of the Federal Assembly of the Russian Federation, delivered the welcoming speeches, at the opening ceremony. The Message of H.E. Mr. António GUTERRES, the Secretary General of the United Nations, was also presented to the participants.
On the 15th of October 2017, at the Meeting, the IPU Governing Council granted, by a consensus decision, the Status of IPU Associate Member to the PABSEC, which represents a very important event in the history of the PABSEC. Expressing, the gratitude of the PABSEC to the members of the Governing Council, Mr. Asaf Hajiyev, the PABSEC Secretary General, stated that this status gives a wide opportunity to establish a fruitful cooperation with the IPU as well as with other Parliamentary Assemblies and international organizations, in the frame of the IPU.
During the ongoing sessions of the137th IPU Assembly, the participants paid a great interest to the main theme of this highly important meeting: “Promoting cultural pluralism and peace through inter-faith and inter-ethnic dialogue”. The parliamentarians also marked the 20th Anniversary of the Universal Declaration on Democracy by adopting a resolution which reaffirms its principles and the firm commitment of the parliamentarians from all over the world to defend and promote democracy, human rights and the rule of law.
On the occasion of this important meeting, the MPs signed the IPU petition on promoting democratic societies and discussed a range of issues, from the prohibition of nuclear weapons, to cyber-security, using science and research to achieve the highest health standards, engaging the private sector to help increase the use of renewable energy, and boosting the parliamentary dimension of the United Nations.
Providing gender and youth-related input to the general discussions, the Forum of Women Parliamentarians and the Forum of Young Parliamentarians also took place in the framework of the 137th IPU Assembly. On the last day of the Conference, the IPU members elected Senator Gabriela Cuevas Barron (Mexico) to the post of President of the IPU for a a period of three-year term. Mr. Can and Mr. Hajiyev had various meetings with Speakers of Parliaments of the PABSEC Member Countries and with representatives of various inter-parliamentary and international organizations.
