THE FORTY-NINTH PLENARY SESSION OF THE PABSEC GENERAL ASSEMBLY, ISTANBUL, 4- 6 JULY 2017
The Forty-Ninth General Assembly of Parliamentary Assembly of the Black Sea Economic Cooperation (PABSEC) is being held in Istanbul on 4-6 July 2017, upon the invitation of the Grand National Assembly of Turkey.
The Istanbul Session is being attended by the parliamentary delegations of Albania, Armenia, Azerbaijan, Bulgaria, Georgia, Greece, Moldova, Romania, Russia, Serbia, Turkey and Ukraine.
H.E. Mr. İsmail KAHRAMAN, PABSEC President, Speaker of the Grand National Assembly of Turkey, addressed the gathering at the Opening Ceremony. Mr. Ramazan CAN, Head of the PABSEC Turkish Delegation, presented the message on behalf of H. E. Mr. Recep Tayyip ERDOĞAN, President of the Republic of Turkey.
The Secretary General of the Permanent Secretariat of the Organisation of the Black Sea Economic Cooperation (BSEC PERMIS), the President and the Secretary General of the Black Sea Trade and Development Bank (BSTDB), the President of the BSEC Business Council (BSEC BC), the Honorary President of the Union of Road Transport Associations in the BSEC Region (BSEC-URTA) and the Secretary General of the Black Sea University Network (BSUN) participated in the plenary session.
The President of the Parliamentary Assembly of the Mediterranean (PAM), the Secretary General of the Parliamentary Assembly of the Turkic-Speaking Countries (TURKPA), the Secretary General of the Parliamentary Union of the OIC Member States (PUIC), the representatives of the Baltic Sea Parliamentary Conference (BSPC), the Parliamentary Assembly of the Union of Belarus and Russia (PAUBR) and the National Council of the Slovak Republic, took part in the General Assembly, as observers.
The PABSEC Special Representative to the Silk Road Project and the PABSEC Special Representative to the European Parliament and European Institutions also attended the Forty-Ninth PABSEC General Assembly.
The President of the Baltic Assembly (BA), the President, Vice-Presidents and the Secretary General of the Marmara Foundation, the Secretary General of the Asian Parliamentary Assembly (APA), the Deputy Secretary General of the Cooperation Council of Turkic Speaking States (the Turkic Council), and the representatives of the International Fund for Cooperation and Partnership of the Black Sea and the Caspian Sea (BSCSIF), Regional Cooperation Council (RCC) and Developing-8 Organization for Economic Cooperation (D-8) participated as guests.
During the Fifty-Sixth meeting of the PABSEC Bureau, the members considered: the Minutes of its Fifty-Fifth Meeting, the Draft Agenda of the Forty-Ninth Meeting of the Standing Committee, the Draft Agenda of the Forty-Ninth Plenary Session, the Draft Programme of the Forty-Ninth General Assembly, the Matters of Procedure of the Forty-Ninth Plenary Session of the PABSEC General Assembly, the Progress Report of the Parliamentary Assembly and the participation of the PABSEC representatives in the international gatherings between July-November 2017. Mr. Gagik MINASYAN, PABSEC Vice-President in charge of Financial Matters presented the Report on the execution of the Assembly’s Budget. The Bureau endorsed the candidatures for the positions of PABSEC Vice-Presidents and the PABSEC Vice-President in charge of Financial Matters. The Bureau endorsed the candidature of Mr. Miltiadis Makrygiannis for the position of the PABSEC Deputy Secretary General in Charge of Organizational Matters. The Bureau took the decision to renew the term of office of Mrs. Natia Gaprindashvili from Georgia, to the post of Secretary of the PABSEC Legal and Political Affairs Committee, starting with 1 February 2018. The Bureau also took the decision to renew the term of office of Mrs. Pavlina Lozanova from Bulgaria, to the post of Secretary of the PABSEC Cultural, Educational and Social Affairs Committee, starting with 1 August 2018.
The Forty-Ninth Meeting of the PABSEC Standing Committee approved the Minutes of its Forty-Eighth Meeting, adopted the Draft Agenda of the Forty-Ninth General Assembly, endorsed the Progress Report, approved the proposals of the committees concerning the subjects to considered in the second half of 2017, and adopted the PABSEC Calendar 2017. The members of the Standing Committee took note of the information regarding the PABSEC representatives’ participation in international gatherings, between December 2016 - June 2017, the Declaration of the PABSEC on the 25th Anniversary of the BSEC, the Draft Plan of Action on the Occasion of the PABSEC 25th Anniversary and the requests for cooperation to the PABSEC. The Standing Committee considered and adopted the Amendments to the PABSEC Rules of Procedure and the Staff Regulations of the PABSEC International Secretariat, endorsed the Auditing Report for 2016 and the Draft 2018 Budget, and took note of the information on receipt of the Contributions to the 2017 Budget.
The Assembly considered the credentials of the new members of the Assembly from Armenia, Bulgaria, Georgia, Romania, Russia and Ukraine.
The Assembly adopted the Declaration of the Parliamentary Assembly of the Black Sea Economic Cooperation on the 25th Anniversary of the Organization of the Black Sea Economic Cooperation by double majority voting procedure.
During the General Assembly, the members of the Assembly elected new PABSEC Vice-Presidents: Mr. Namik DOKLE, Head of the PABSEC Albanian Delegation, Mr. Petar KANEV, Head of the PABSEC Bulgarian Delegation, Mrs. Roberta Alma ANASTASE, Head of the PABSEC Romanian Delegation and Ms. Lyudmila DENISOVA, Head of the PABSEC Ukrainian Delegation, and Mr. Ramazan CAN, Head of the PABSEC Turkish Delegation as Vice-President in charge of Financial Matters.
The Plenary Session discussed “The Role of the Parliaments in Ensuring Security and Peace in the Black Sea Region”, as the main topic of the General Debate, on 5 July 2017, and adopted the Declaration “The Role of the Parliaments in Ensuring Peace and Security in the Black Sea Region”.
The Assembly debated and adopted the Reports and Recommendations drafted by the PABSEC Committees during their spring meetings: “Development of New and Renewable Sources of Energy in the BSEC Member States”, “The Role of the Parliaments in Strengthening Legislative Framework for Economic Growth and Social Integration”.
At the end of the Istanbul Session, the Verkhovna Rada of Ukraine will take over the PABSEC Presidency for the next six months. The next General Assembly will be held in Kiev, on 28 -30 November 2017.
