THE FORTY-NINTH PLENARY SESSION OF THE PABSEC GENERAL ASSEMBLY, ISTANBUL, 4- 6 JULY 2017
The Forty-Ninth General Assembly of Parliamentary Assembly of the Black Sea Economic Cooperation (PABSEC) will be held in Istanbul, on 4-6 July 2017, upon the invitation of the Grand National Assembly of Turkey.
The Istanbul Session will be attended by the parliamentary delegations of Albania, Armenia, Azerbaijan, Bulgaria, Georgia, Greece, Moldova, Romania, Russia, Serbia, Turkey and Ukraine.
H.E. Mr. İsmail KAHRAMAN, PABSEC President, Speaker of the Grand National Assembly of Turkey will address the gathering at the Opening Ceremony. The message on behalf of H. E. Mr. Recep Tayyip ERDOĞAN, President of the Republic of Turkey, will be presented to the participants at the Opening Ceremony.
The Secretary General of the Permanent Secretariat of the Organisation of the Black Sea Economic Cooperation (BSEC PERMIS), the President and the Secretary General of the Black Sea Trade and Development Bank (BSTDB), the President of the BSEC Business Council (BSEC BC), the Honorary President of the Union of Road Transport Associations in the BSEC Region (BSEC-URTA) and the Secretary General of the Black Sea University Network (BSUN) will participate in the plenary session.
The President of the Parliamentary Assembly of the Mediterranean (PAM), the Secretary General of the Parliamentary Assembly of the Turkic-Speaking Countries (TURKPA), the Secretary General of the Parliamentary Union of the OIC Member States (PUIC), the representatives of the Baltic Sea Parliamentary Conference (BSPC), the Parliamentary Assembly of the Union of Belarus and Russia (PAUBR) and the National Council of the Slovak Republic, will take part in the General Assembly, as observers.
The PABSEC Special Representative to the Silk Road Project and the PABSEC Special Representative to the European Parliament and European Institutions will also attend the Forty-Ninth PABSEC General Assembly.
The President of the Baltic Assembly (BA), the President, Vice-Presidents and the Secretary General of the Marmara Foundation, the Secretary General of the Asian Parliamentary Assembly (APA), the Deputy Secretary General of the Cooperation Council of Turkic Speaking States (the Turkic Council), and the representatives of the International Fund for Cooperation and Partnership of the Black Sea and the Caspian Sea (BSCSIF), Regional Cooperation Council (RCC) and Developing-8 Organization for Economic Cooperation (D-8) will participate as guests.
The members of the Bureau of the Assembly and the Standing Committee will meet on 4 July 2017 to consider current issues of the Assembly’s activities.
The Plenary Session will discuss “The Role of the Parliaments in Ensuring Security and Peace in the Black Sea Region”, as the main topic of the General Debate, on 5 July 2017.
The Assembly will debate the Reports and Recommendations drafted by the PABSEC Committees during their spring meetings: “Development of New and Renewable Sources of Energy in the BSEC Member States”, “The Role of the Parliaments in Strengthening Legislative Framework for Economic Growth and Social Integration” and “The Role of the Parliaments in Providing Sustainable Health Care Systems in the BSEC Member States”.
At the end of the Istanbul Session, the Verkhovna Rada of Ukraine will take over the PABSEC Presidency for the next six months. The next General Assembly will be held in Kiev, on 28 -30 November 2017.
