Participation of Mr. Daniel Dulca, PABSEC Deputy Secretary General, in the Spring Session of the Parliamentary Assembly of the Council in Europe (PACE), Strasbourg, 24-26 April 2017
On 24-26 April 2017, Mr. Daniel DULCA, the Deputy Secretary General of the PABSEC, participated in the Spring Session of the Parliamentary Assembly of the Council in Europe (PACE), in Strasbourg.
His Majesty Felipe VI, the King of Spain and His Excellency Mr. Prokopis Pavlopoulos, the President of the Hellenic Republic, addressed the Assembly. The Council of Europe Commissioner for Human Rights, Niels Muiznieks, presented the annual activity report 2016.
Mr. Thorbjørn Jagland, the Secretary General of the Council of Europe, answered the questions from parliamentarians, and Mr. Ioannis Kasoulides, the Cypriot Foreign Minister, had an intervention in the context of the Cypriot Chairmanship of the Committee of Ministers.
The functioning of democratic institutions in Turkey took the centre-stage at the Spring Plenary Session of the PACE. The agenda also included discussions on the situation of human rights in the North Caucasus, the increased income inequalities and the protection of refugee women from gender-based violence.
Other aspects of the session were dedicated to the debates on “25 years of the European Committee for the Prevention of Torture (CPT), achievements and improvements needed”, “Abusive use of the Interpol system: the need for more stringent legal safeguards” and “The protection of the rights of parents and children belonging to religious minorities”.
The Parliamentary Assembly had also a current affairs debate on European values under threat: addressing rising xenophobia, antisemitism and Islamophobia, in Europe.
Mr. Daniel DULCA had a meeting with Mr. Wojciech Sawicki, the Secretary General of the PACE. During the discussions, the parties had an exchange of views concerning the latest developments within the two Assemblies, and underlined the positive outcome of the Meeting of the Secretaries General of the Parliaments of the BSEC Member States, with the participation of the Secretaries General of the Inter-Parliamentary organizations, having observer status to the PABSEC. The meeting was held in Istanbul, on 6 February 2017.
The Deputy Secretary General of the PABSEC underlined the importance of strengthening the relations with the PACE, and, in this respect, the two sides discussed the possibility to sign a Cooperation Agreement between the PACE and the PABSEC, in the nearest future, taking into consideration that the PACE was granted with the Observer status to the PABSEC, starting with June 1993.
