MEETING OF THE SECRETARIES GENERAL OF THE PARLIAMENTS OF THE BSEC MEMBER STATES, ISTANBUL, 06 FEBRUARY 2017
Upon the initiative of the PABSEC Secretary General, the Meeting of Secretaries General of the Parliaments of the BSEC Member States took place in Istanbul, on 6 February 2017, with the participation of the Secretaries General of the inter-parliamentary organizations having observer status with the PABSEC and the Secretary General of the BSEC Permanent International Secretariat.
The Meeting was attended by the Secretaries General of the national parliaments of Azerbaijan, Bulgaria, Serbia, Turkey, Ukraine, the Deputy Secretary General of the Parliament of Georgia, the Secretary General of the BSEC PERMIS and the Secretaries General of the inter-parliamentary organizations having observer status with the PABSEC, namely: the Parliamentary Assembly of the Council of Europe (PACE), the Parliamentary Assembly of the Organization for Security and Cooperation in Europe (OSCE PA), the Parliamentary Assembly of the Mediterranean (PAM), the Inter-Parliamentary Assembly of the Commonwealth of Independent States (IPA CIS), the Baltic Sea Parliamentary Conference (BSPC), the Parliamentary Union of the OIC Member States (PUIC), the Deputy Secretary General of the Parliamentary Assembly of Turkic-speaking Countries (TURKPA) and the Secretary General of the BSEC-URTA.
There was an exchange of views regarding the prospects for further strengthening the cooperation between parliaments and parliamentary assemblies and other stakeholders of the Black Sea cooperation process, aiming at enlarging the scope of the activities in the Region.
The participants welcomed the efforts of the parliaments and of the parliamentary organizations in order to strengthen the multilateral cooperation and noted the inclusive nature of the inter-parliamentary cooperation process, with the purpose to achieve peace, stability, prosperity and the solution of topical problems in the Region.
It was underlined the important role of the parliaments and parliamentary organizations in promoting mutual understanding and friendship between the peoples, in attaining shared goals and in addressing the common challenges in the wider Black Sea region and beyond it.
The participants also expressed concern that terrorism remains one of the major threats to national security and international security, as a whole. In this regard, the participants pointed out that there is a need to take effective measures to sustain economic, social and democratic reforms and to ensure the efficiency of activities in order to enhance the peoples’ trust in the democratic structures.
It was emphasized upon the need to multiply the mechanisms for consultation and cooperation between the parliaments and the parliamentary organizations in order to raise the awareness of the society on the role of the parliaments, recommending them to encourage measures directed towards the timely implementation of multilateral and mutually beneficial projects.
The participants noted the lack of coordination in cooperation and exchange of experience and stressed the need to strengthen the dialogue between the international secretariats, to ensure effective coordination at all levels and also to ensure a coherent and timely response to common threats and challenges that require synergy in actions.
The Secretaries General thanked the PABSEC Secretary General Mr. Asaf Hajiyev for his initiative to host this important and useful event and highlighted the significance of organizing such meetings dedicated to specific topics of cooperation, on a regular basis, at various locations.
