THE FORTY-SEVENTH PABSEC GENERAL ASSEMBLY
The Forty-Seventh PABSEC General Assembly of the Parliamentary Assembly of the Black Sea Economic Cooperation was held in Moscow on 28-30 June 2016 upon the invitation of the State Duma of the Federal Assembly of the Russian Federation.
The Plenary Session was opened by Mr. Sergey NARYSHKIN, PABSEC President, Chairman of the State Duma of the Federal Assembly of the Russian Federation. The Messages on behalf of Mr. Vladimir PUTIN, President of the Russian Federation and Mr. Sergey LAVROV, Minister of Foreign Affairs of the Russian Federation, Chairman-in-Office of BSEC were presented to the participants in the Plenary Session.
The Moscow Session was attended by the parliamentary delegations of Albania, Armenia, Azerbaijan, Bulgaria, Greece, Moldova, Romania, Russia, Serbia and Turkey.
Ambassador Alexander PRISHCHEPOV, Deputy Secretary General of the BSEC Permanent International Secretariat, Ms. Nina STAVREVA, Vice-President of the Black Sea Trade and Development Bank, Mr. Rashid ISMAYLOV, Deputy Secretary General of the BSEC Business Council and Mr. Vladimir FLOREA, President of the Union of Road Transport Associations in the BSEC Region (BSEC – URTA) participated in the Plenary Session.
Mr. Pedro AGRAMUNT, President of the Parliamentary Assembly of the Council of Europe (PACE), Prof. Dr. Janis VUCANS, President of the Baltic Sea Parliamentary Conference (BSPC), Mrs. Monika TOMIC, President of the Central European Initiative-Parliamentary Dimension (CEI-PD) and other distinguished representatives of Parliamentary Assemblies and International Organizations participated in the meeting, as observers and guests, and addressed the gathering.
The meetings of the PABSEC Bureau of the Assembly and the Standing Committee were held on 28 June 2016 and discussed the organizational matters of the Plenary Session and the issues related to the current activities of the Assembly.
During the Forty-Seventh PABSEC Standing Committee, the participants adopted the proposals of the Committees concerning the subjects to be taken up in the second half of 2016 and to be placed on the Draft Agenda of the Plenary Session of the 2016 Autumn General Assembly. The Standing Committee endorsed the results of the Meeting of the PABSEC Working Group on the Rules of Procedure, and made decision about the respective changes to the PABSEC Rules of Procedure, as recommended by the PABSEC Legal and Political Affairs Committee.
The Plenary Session discussed the issue “Through Economic Cooperation to Peace, Stability and Prosperity in the BSEC Region” as the main topic of the General Debate on 29 June 2016 and adopted the Declaration on this issue.
During the discussions, the participants have underlined the fact that this subject is of utmost importance for the Black Sea Region. Promoting dialogue among the BSEC Members States, development of transport connections, increasing the volume of trade and attracting investments are considered to be the main factors for prosperity and growth in our Region.
The participants stressed the fact that cooperation can be achieved through the implementation of the existing mutually beneficial joint projects aimed at strengthening multilateral cooperation in the Black Sea Region.
Members of the PABSEC national delegations emphasized that the dialogue should include the efforts of the governments to further continue work on building transport infrastructure, harmonizing related legislation of the member countries and achieving interoperability in the Black Sea Region countries.
The Assembly discussed the reports and recommendations prepared by the PABSEC Committees at their last meetings: “Problems of Refugees in the BSEC Member States – Political Aspects”, “Problems of Refugees in the BSEC Member States – Economic Aspects”, “Problems of Refugees in the BSEC Member States – Social Aspects”. The Assembly approved the recommendations on these matters, which were submitted to the parliaments and that are forwarded to the parliaments and the governments of the Member States and the Organization of the BSEC.
During the Plenary Session, the members of the Assembly also discussed and adopted the PABSEC Progress Report.
The Joint Statement of the Participating Countries in the PABSEC 47th General Assembly on the Terrorist Attack in Istanbul on 28 June 2016 was adopted by the members of the Assembly.
At the end of the Moscow Session, the PABSEC Presidency was taken over by Mrs. Maja Gojkovic, President of the National Assembly of the Republic of Serbia for the next six months. The next General Assembly will be held in Belgrade on 28 November – 1 December 2016.
