The Forty-Seventh General Assembly of Parliamentary Assembly of the Black Sea Economic Cooperation (PABSEC) is held in Moscow on 28-30 June 2016 and is chaired by Mr. Sergey NARYSHKIN, PABSEC President, Chairman of the State Duma of the Federal Assembly of the Russian Federation.
Established in 1993, the Assembly promotes parliamentary cooperation in the Black Sea Region, concentrating its efforts on subjects of utmost importance for multilateral cooperation. The PABSEC has played a key role in fostering parliamentary dialogue aimed at creating a common vision of cooperation and promoting democracy, the rule of law, pluralistic society and free market economy.
PABSEC brings together members of parliaments from the twelve Member States of the Organization of the Black Sea Economic Cooperation - Albania, Armenia, Azerbaijan, Bulgaria, Georgia, Greece, Moldova, Romania, Russian Federation, Serbia, Turkey and Ukraine.
The Moscow Session is attended by the parliamentary delegations of Albania, Armenia, Azerbaijan, Bulgaria, Greece, Moldova, Romania, Russia, Serbia and Turkey.
Mr. Sergey NARYSHKIN, PABSEC President, Chairman of the State Duma of the Federal Assembly of the Russian Federation addresses the gathering at the Opening Ceremony. The Messages on behalf of Mr. Vladimir PUTIN, President of the Russian Federation and Mr. Sergey LAVROV, Minister of Foreign Affairs of the Russian Federation, Chairman-in-Office of BSEC to the participants in the plenary session are presented.
Mr. Sergey NARYSHKIN has awarded Mr. Asaf HAJIYEV, PABSEC Secretary General, with the Certificate of Merit of the State Duma of the Federal Assembly of the Russian Federation for his valuable contribution in the field of parliamentary diplomacy and for strengthening the interparliamentary relations.
Mr. Sergey NARYSHKIN has also awarded Mr. Michael YEMELIANOV, Head of the Russian PABSEC delegation, with the PABSEC Certificate of Merit for 20-year-term engagement in PABSEC and strengthening of the interparliamentary cooperation in the framework of this Organisation.
Ambassador Alexander PRISHCHEPOV, Deputy Secretary General of BSEC Permanent International Secretariat, Ms. Nina STAVREVA, Vice-President of the Black Sea Trade and Development Bank, Mr. Rashid IZMAYLOV, Deputy Secretary General of the BSEC Business Council, Mr. Vladimir FLOREA, President of the Union of Road Transport Associations in the BSEC Region (BSEC – URTA) participate in the plenary session.
Representatives of the National Assembly and the Senate of the French Republic, the Parliamentary Assembly of the Council of Europe (PACE), the Parliamentary Dimension of the Central European Initiative (CEI PD), the Parliamentary Assembly of the Union of Belarus and Russia (PAUBR), the Baltic Sea Parliamentary Conference (BSPC), the Interparliamentary Assembly on Orthodoxy (IAO), the Interparliamentary Assembly of Member Nations of the Commonwealth of Independent States (IPACIS), the Parliamentary Union of the Organization of the Islamic Cooperation Member States (PUIC), the World Bank Group, the Parliamentary Assembly of the Turkic Speaking Countries (TURKPA), the Cooperation Council of Turkic Speaking States (Turkic Council), the Partnership Fund from Georgia participate in the General Assembly, as observers and guests.
The Plenary Session discusses “Through Economic Cooperation to Peace, Stability and Prosperity in the BSEC Region” as the main topic of the General Debate on 29 June 2016 and adopts the respective Declaration.
The Assembly debates and adopts the Reports and Recommendations drafted by the PABSEC Committees during their spring meetings (“Problems of Refugees in the BSEC Member States – Political Aspects”, “Problems of Refugees in the BSEC Member States – Economic Aspects” and “Problems of Refugees in the BSEC Member States – Social Aspects”) and sends to the Parliaments and Governments of the Member States and the Organization of the BSEC. The Assembly also adopts the Progress Report of the Parliamentary Assembly.
The Bureau of the Assembly and the Standing Committee meets on 28 June 2016 to discuss organizational matters related to the Plenary Session and to consider current issues of the Assembly’s activities.
At the end of the Moscow Session, the National Assembly of the Republic of Serbia becomes the PABSEC term President for the next six months. The next General Assembly will be held in Belgrade, on 29 November - 1 December 2016.
